Dr. Otilia Flavian Gowelle is a Health Policy Analyst at National Institute of Medical Research (NIMR). In this position Dr. Gowelle is overseeing the development and coordination of priority and plans in health policy matters, in line with NIMR’s strategic plan. She holds a degree of Doctor of Medicine and Masters of Public Health from the University of Dar es Salaam; She has nineteen years of experience in medical field and leadership and management. Dr. Gowelle has been a Director for Training and Human Resource Development in the Ministry of Health, Community Development, Gender, Elderly and Children, MoHCDGEC) in Tanzania for 5 years. In this position she has been overseeing the Human Resource Workforce Initiatives for the Health Sector, in production of skilled workforce to curb the human resource dearth for the Ministry, and thus was spearheading the National human resource for health planning using scientifically proven methods such as Workload Indicators for staffing needs (WISN). Dr. Gowelle has been the Principal of Clinical Officers Training Centre Kilosa for over ten years. She has high skills and vast experience in Competence Based Education and Training curricula development and implementation. Dr. Gowelle has been the lead consultant for WHO and NFSD for adaptation of IMCI/ICATT to in-cooperate HIV/AIDS, malnutrition and newborn care in Tanzanian context and thereafter led the Tanzanian team into training of trainers and health workers during the early application of ICATT which was later followed by various national and international Technical Assistance for supporting the WHO-AFRO/IST to roll out during its implementation phase.
